Do I need an ABN?

ABN entitlement depends on whether you are carrying on, or taking steps to start, an enterprise and your circumstances. An ABN is a business identifier; it does not by itself make a person a contractor.

What this means in practice

The entity applying should match the entity that will operate the business. An employee cannot simply use an ABN to change an employment arrangement into contracting. Before applying, clarify the activities, structure, owners and proposed start date. If you already have an ABN, an update to the existing record may be the appropriate step.
